The purpose of this Bureau of Land Management (BLM) Manual Handbook (H-1790-1) is to help us comply with the National Environmental Policy Act (NEPA), the Council on Environmental Quality’s (CEQ) NEPA regulations ( 40 CFR Parts 1500–1508) and the Department of the Interior NEPA manual. "We" (BLM) have written it for use by "you," the reader involved in the NEPA process.

The attached Carson City Field Office Consolidated Resource Management Plan (CRMP) incorporates decisions from eight major field office planning documents and five amendments to these plans.
